Language Planning Process

The Gaeltacht Act 2012 gives statutory effect to the language planning process under which language plans will be prepared at community level in areas which could be recognised under the Act as Gaeltacht Language Planning Areas, as Gaeltacht Service Towns or as Irish Language Networks.

Communities will be given a period of time to prepare and implement language plans. Under the legislation, the Department of Arts, Heritage and the Gaeltacht will be responsible for evaluating language plans prior to approval. The Department will also have responsibility for periodically reviewing the implementation of the language plans.

Under the Act, the Gaeltacht will be based on linguistic criteria as opposed to on geographical areas which has been the case to date.

Statutory provision has been made under the Act for Irish Language Networks outside the existing statutory Gaeltacht areas. These will be areas, predominantly in urban communities, in which there is a basic critical mass of community and State support for the Irish language.

Statutory provision has also been made under the Act for Gaeltacht Service Towns, i.e. towns in which services are provided for Gaeltacht areas.

The Regulations, which prescribe the language planning criteria, have been published under section 12 of the Act. These criteria will be essential when evaluating language plans prepared for Gaeltacht Language Planning Areas, Gaeltacht Service Towns and Irish Language Networks.

The Department of Arts, Heritage and the Gaeltacht has published Language Planning Guidelines which provide guidance on the language planning process to be undertaken in Gaeltacht Language Planning Areas, Gaeltacht Service Towns and Irish Language Networks.

In the case of the notices published on 16 June 2014, organisations will be given up to 2 months from that date to apply to Údarás na Gaeltachta to be selected to prepare and implement language plans in the areas. Information on Údarás na Gaeltachta’s application process is available athttp://www.udaras.ie/en/an-ghaeilge-an-ghaeltacht/an-proiseas-pleanala-teanga/ .

Organisations will be given up to 2 years, from the date on which Údarás na Gaeltachta selects the organisations, to submit a language plan to the Department for approval in line with the prescribed language planning criteria.

After that, organisations will be given 7 years to implement the language plans with assistance from Údarás na Gaeltachta. The Department will periodically review the implementation of the plans during the 7 year period.

Gaeltacht Service Towns

Background

The Gaeltacht has a significant cultural and economic impact on the towns which serve it. Similarly, those towns have a significant impact on the Gaeltacht itself. Under the Gaeltacht Act 2012, Gaeltacht Service Towns are defined as those towns situated in or adjacent to Gaeltacht Language Planning Areas and which have a significant role in providing public services, recreational, social and commercial facilities for those areas. 26 Gaeltacht Language Planning Areas have been recognised for the purposes of the Act.

With regard to the Gaeltacht Service Towns, the purpose of the Gaeltacht Act is to identify how to foster and reinforce the positive impact these towns can have on the Irish language as the community and family language of the Gaeltacht.

The Act sets out the process by which Gaeltacht Service Towns can attain recognition as such. The town must:

  • be situated in or adjacent to a Gaeltacht Language Planning Area;  
  • have a population of at least 1,000, according to the most recent census;
  • play a significant role in relation to providing public services and recreational, social and commercial facilities to the Gaeltacht community; and
  • have a significant and positive impact therefore on the status of the Irish language as the community and family language of the Gaeltacht area with which it is associated.

In addition, an organisation situated in the town must be chosen to prepare and implement a language plan in accordance with the language planning criteria prescribed in the Act.

Consultation Process

In order to select the most appropriate towns to be recognised under the Act as Gaeltacht Service Towns, the Department of Arts, Heritage and the Gaeltacht is seeking recommendations in this regard. Following consideration of the recommendations, the Minister for Arts, Heritage and the Gaeltacht will decide which towns are to be selected as Gaeltacht Service Towns providing that language plans have been agreed with the communities of the various towns in accordance with the prescribed language planning criteria.

Údarás na Gaeltachta or Foras na Gaeilge will be responsible for selecting organisations to prepare and implement language plans in the Gaeltacht Service Towns, depending on whether the town is situated within a Gaeltacht Language Planning Area or outside of it.

Tugann Acht na Gaeltachta 2012 feidhm reachtúil don phróiseas pleanála teanga faoina mbeidh pleananna teanga á n-ullmhú ag leibhéal an phobail i gceantair a bhféadfaí aitheantas a thabhairt dóibh faoin Acht mar Limistéir Pleanála Teanga Ghaeltachta, mar Bhailte Seirbhíse Gaeltachta nó mar Líonraí Gaeilge.

Tabharfar tréimhse ama don phobal chun pleananna teanga a ullmhú agus a fheidhmiú. Faoin reachtaíocht, is faoin Roinn Ealaíon, Oidhreachta agus Gaeltachta a bheidh sé measúnú a dhéanamh ar phleananna teanga sula ndéanfar iad a fhaomhadh. Beidh an Roinn freagrach freisin as athbhreithniú a dhéanamh ar bhonn tréimhsiúil ar chur i bhfeidhm na bpleananna teanga.

Tá sé i gceist faoin Acht go mbeidh an Ghaeltacht bunaithe feasta ar chritéir theangeolaíocha seachas ar limistéir thíreolaíocha mar a bhí go dtí seo.

Tá foráil reachtúil déanta faoin Acht do Líonraí Gaeilge a bheidh lasmuigh de na ceantair Ghaeltachta reachtúla atá ann faoi láthair. Is ceantair iad seo a mbeidh a bhformhór i bpobail uirbeacha agus a mbeidh cnap bunúsach criticiúil de thacaíocht phobail agus Stáit acu don Ghaeilge.

Tá foráil reachtúil déanta faoin Acht freisin do Bhailte Seirbhíse Gaeltachta, i.e. bailte ina gcuirtear seirbhísí ar fáil do cheantair Ghaeltachta.

Tá na Rialacháin, a dhéanann na critéir pleanála teanga a fhorordú, foilsithe faoi alt 12 den Acht. Beidh na critéir seo riachtanach chun measúnú a dhéanamh amach anseo ar na pleananna teanga a ullmhófar do na Limistéir Pleanála Teanga Ghaeltachta, do na Bailte Seirbhíse Gaeltachta agus do na Líonraí Gaeilge.

Tá Treoirlínte Pleanála Teanga foilsithe ag an Roinn Ealaíon, Oidhreachta agus Gaeltachta a thugann treoir faoin bpróiseas pleanála teanga atá i gceist sna Limistéir Pleanála Teanga Ghaeltachta, sna Bailte Seirbhíse Gaeltachta agus sna Líonraí Gaeilge.

I gcás na bhfógraí a foilsíodh ar 16 Meitheamh 2014, tabharfar tréimhse suas le 2 mhí ón dáta sin d’eagraíochtaí chun iarratais a dhéanamh chuig Údarás na Gaeltachta le bheith roghnaithe mar eagraíochtaí chun plean teanga a ullmhú agus a fheidhmiú sna limistéir sin. Tá eolas faoi phróiseas iarratais Údarás na Gaeltachta foilsithe ar shuíomh an Údaráis ag http://www.udaras.ie/an-ghaeilge-an-ghaeltacht/an-proiseas-pleanala-teanga/ .

Tabharfar tréimhse suas le 2 bhliain, ón dáta ar a roghnaíonn Údarás na Gaeltachta an eagraíocht, chun plean teanga a chur faoi bhráid na Roinne i gomhair a fhaofai gcomhréir leis na critéir pleanála teanga forordaithe.

Ina dhiaidh sin, beidh tréimhse 7 mbliana ag na heagraíochtaí chun na pleananna teanga a chur i bhfeidhm le cabhair ó Údarás na Gaeltachta. Déanfaidh an Roinn athbhreithniú tréimhsiúil ar chur i bhfeidhm na bpleananna le linn na 7 mbliana sin.

Bailte Seirbhíse Gaeltachta

Cúlra

Is mór an tionchar cultúrtha agus geilleagrach a imríonn an Ghaeltacht ar na bailte a dhéanann freastal uirthi. Bíonn tionchar suntasach chomh maith céanna ag na bailte sin ar an nGaeltacht féin. Faoi Acht na Gaeltachta 2012, tugtar Bailte Seirbhíse Gaeltachta ar na bailte sin atá suite i Limistéir Pleanála Teanga Ghaeltachta nó taobh leo agus a bhfuil ról suntasach acu maidir le seirbhísí poiblí, saoráidí áineasa, sóisialta agus tráchtála a sholáthar do na limistéir sin. Tá 26 Limistéar Pleanála Teanga Gaeltachta aitheanta chun críche an Achta.

Chomh fada is a bhaineann sé leis na Bailte Seirbhíse Gaeltachta, is é cuspóir Acht na Gaeltachta féachaint conas is féidir an tionchar dearfach atá na bailte seo in ann a imirt ar an nGaeilge mar theanga pobail agus teaghlaigh sa Ghaeltacht a chothú agus a threisiú.

Leagtar síos faoin Acht an próiseas faoina bhféadfaí aitheantas a bhaint amach mar Bhaile Seirbhíse Gaeltachta. Ní foláir don bhaile:

  • a bheith suite i Limistéar Pleanála Teanga Gaeltachta nó taobh leis;   
  • daonra de 1,000 duine ar a laghad a bheith ann, de réir an daonáirimh is deireanaí;
  • ról suntasach a bheith á imirt maidir le seirbhísí poiblí, saoráidí áineasa, sóisialta agus tráchtála a sholáthar do phobal na Gaeltachta; agus
  • tionchar suntasach agus dearfach a bheith á imirt dá réir ar stádas na Gaeilge mar theanga pobail agus teaghlaigh sa cheantar Gaeltachta lena mbaineann sé.

Ina theannta sin, caithfidh eagraíocht atá bunaithe sa bhaile a bheith roghnaithe chun plean teanga a ullmhú agus a fheidhmiú i gcomhréir leis na critéir pleanála teanga atá forordaithe faoin Acht.

Próiseas comhairliúcháin

Chun na bailte is oiriúnaí a roghnú le bheith aitheanta faoin Acht mar Bhailte Seirbhíse Gaeltachta, is mian leis an Roinn Ealaíon, Oidhreachta agus Gaeltachta moltaí ina leith a lorg. Tar éis na moltaí a bhreithniú, déanfaidh an tAire Stáit sa Roinn Ealaíon, Oidhreachta agus Gaeltachta cinneadh maidir le roghnú na mbailte atá le bheith mar Bhailte Seirbhíse Gaeltachta ach pleananna teanga a bheith aontaithe leis na pobail sna bailte éagsúla i gcomhréir leis na critéir pleanála teanga forordaithe.

Is é Údarás na Gaeltachta nó Foras na Gaeilge a bheidh freagrach as eagraíochtaí a roghnú chun pleananna teanga a ullmhú agus a fheidhmiú sna Bailte Seirbhíse Ghaeltachta, ag brath ar cibé acu an bhfuil an baile suite laistigh de Limistéar Pleanála Teanga Gaeltachta nó lasmuigh de.
